Refreshing data

My data said it refreshed yesterday (had a text). I normally have 8 gigs of data. It is still saying that I have gone over as at 11 gigs but hasn't refreshed yet back to 0 to start again. 

Can anyone help ?

We have had an issue recently with some allowances not refreshing correctly.
