Reached spending cap means?

What does it mean by 'reached spending cap'. Then it asks if I want to change it?

A Spending Cap is a limit on the charges you can pay outside of your monthly plan. You can set a spending limit per month. If you have received a message saying 'reached spending cap' this means you've hit the limit you've set.
