My son is receiving premium texts which he did not respond to. 4470003401.
So now my son has been charged £4.50.
When something going to be done about this .

I suspect he has inadvertently signed up to these, probably without knowing.
First thing is to set the Spending Cap to zero which will stop him being charged.
Second thing is to find out who is sending them and contact them
