Premium rate call barring

Can somebody please explain to me how I can still get charged for a premium rate call despite having call barring on the account. 

Virgin told me that even though the call webarring is on the account, they still charge me for dialing the number even though its not connected. They advised that they stop the call being connected but charge me for dialing it. 

Surely this cannot be right that they can charge me when a call isn't connected.

I thought the whole point of call barring is to prevent these calls being made completely

Your assumption is right if cause, I expect they could not fathom how the charge came about - so fobbed you off with first story that came into their head 🥴

I'm sure if Virgin charge when no connection is made, they would be in some deep trouble.

I would say your due the charge refunded.
