I'm having a similar problem trying to ring and reply to a text from family in Sao Tome. Calls to this number are barred.....and....failed to send with text message

Make sure International Call Barring is set to off in your account. Also your spending cap is set to cover any costs.

Yes it is still the same. I have even used the sim card tool kit as advise by the support line
