No mobile data with new sim

I received my new sim and although I could receive calls and texts I had no mobile data.  I done all the usual, hard reset etc but no joy.  The phone is an HtC U11, unlocked.

In the settings it says it is disconnected and there are no APN available.  After a lengthy wait I got an agent on the "message us" who arranged a new sim.  It arrived this morning and I have exactly the same problem.

Has anyone else had this problem and managed to resolve it?

Thank you so much! Shame VM couldn't have talked me through this during the lengthy conversation I had with them. It would have saved us both much angst!
