New phone and sim and unable to use mobile network

Hi, after my phone was stolen I got a replacement and a new sim. My Internet works when connected to WiFi but texts and calls do not. I have followed all online tips but nothing works. I cannot call 789 for assistance. Mobile roaming is on. Please help
