New SIM not provisioned

My wife is trying to join Virgin mobile.

The first SIM allegedly sent never arrived.  The replacement when inserted has message SIM not Provisioned.  Have followed all online guidance and no further forward.

Cannot find any help anywhere on how to deal with this.

Beginning to feel like switching to Virgin is a bad idea as there does not seem to be any customer service or support.
