New SIM in, invalid SIM

I put in my new SIM yesterday, no code given on letter with SIM card. I think I've now locked the phone, have tried putting PUK code in. Nothing is working and no service so only works through internet. I don't know who or how to contact someone for help. I can't send a text message as I have no network so it won't send it. Can anyone help me please?
