New SIM card

Hi, I have inserted then new SIM which was sent to me, due to be active from today. The letter said it would take at most 10 minutes to start working and I'd receive a text to confirm, it's been in for over an hour now but no text received. My WhatsApp is working fine and I'm able to send text messages and make calls however, I am not receiving any texts when sent to me nor am I receiving phone calls (going straight to divert even though I have that disabled in my settings). Any advice on how I can get everything working again would be greatly appreciated. Thanks in advance.
