I have the same issue. Just switched phones to a new iPhone. Now I realise I am not receiving verification codes to set up my wallet and banking apps. Ridiculous!
Sort it out Virgin, bad customer service to say the least.
There is evidence to suggest SMS is broken when WiFi Calling is enabled.
If you have it try turning it off and checking

sms messaging works for me with WiFi calling. Mind you I'm on Android and using Google messaging rather than the Samsung one.
Thank you for the replies it worked when I turned off WiFi calling x
