Mobile Log in does not allow PAC transfer

Recently received Oomph SIM.  Decided to transfer existing number to SIM.  Mobile Site has nothing but billing info and when trying to switch, unable to add any details.  Virgin Media site says no SIM attached to bundle yet contract has it.
