Mobile Data not Working

Have been on virgin mobile for about 8 months now with no problems.

Back is September i was given an additional free mobile sim with my broadband package but i haven't used it yet as i was waiting for my current providers contract EE .to come to the end, Now I want to use my new sim but the problem i'm having is i cant get any mobile data on the sim card. On 4/4/20 i requested a PAC code and provided it to Virgin and the change over day is the 7/4/20. 

I have both sims inserted into iPhone's but neither phone is receiving any mobile data. 

Is this due to the Porting Process?

Does my new Virgin sim need activating?
