I cannot receive incoming calls or texts since new card

I cannot receive any incoming calls or texts but can make outgoing  calls  all since new sim card installed, which was a nightmare as received letters stating service will be cut off, yet no sim card had been sent, days trying to contact virgin to get one sent, now this.  Not a happy customer and have been with virgin mobile for many years, will seriously look at leaving as out of contract.  Please advise me of the solution as a priority.
