Excessive roaming charge

I was recently charged for use of GB 2.21 of data for 10 mins of data use. When I tried to query the problem the operator hung up after 18 mins. This is deeply concerning as it is the second time it has happened and there is no way of getting a satisfactory response to the complaint. How does one address this problem?
