Why is my Promotional/Inclusive data being used before my rollover data?
What’s the point of having rollover data if it isn’t used first?

I'm afraid that's how our system is set up regarding the data rollover usage with it being Goodwill>Promo>Rollover>Regular data. Please also see this link for more information about our data rollover.
