I have had two family members mobile numbers added to my Virgin Family Mobile Plan.
Netither can now make outgoing calls from their numbers
Text, data seems to be OK, and they can receive calls
I have reset network settings, had phones re-started multiple times, tested SIM in different device, restricted to 3g/2g only etc. all resolutions have failed.
I think that new SIMs may be the only solution unless there is something else that can be suggested.

If you aren't connected to the cellular network, you won't be able to make calls. You can check your network coverage at the top of your screen. If you're out of reception, you may be in a dead spot or there may be a network outage, so try moving around a bit.

I'm very sorry to hear about the issue the 2 numbers are having making calls.
Can you confirm if this is happening in multiple locations?
