Cannot make calls or text whilst in turkey

Can I use my allowance in turkey? 

Also can't make Any calls ot texts from phone here.

I did manage to call virgin number weirdly as got through on a 44 mobile number and the man said yes I could use allowances however I notice it used £10 of my balance then cut off.

Can someone help me.

You will also need to check your spending cap on your account and make sure it is high enough for your needs.
