The only other thing I can think of that may be causing this - are you signing in as the primary user for the account? If you're signing in as a secondary user then some options will be restricted.
If that's not the problem, or you're unsure - please send me a PM confirming your mobile number and we'll take it from there.

I've checked my own online account today using Google Chrome browser and the toggles are there. Can you clear cache/cookies for me if not resolved?
