Can't order new sim card

I need to order a new sim card and I am unable to. I haven't received one in the post yet despite being told I have. The website instructs me to call the customer service number. On the customer service number, the office is closed despite me calling in opening hours. How do I order a new sim card? My phone is currently unable to send/receive and calls or texts which is very disruptive to my work. 

Please can you help me order a new sim card.
