Sorry to hear you are having an issue with outgoing calls after your sim only swap.
Did you have any instructions to set this up or was it done automatically?

This is the same for me - fine after new SIM yesterday, then no calls this morning. New SIM was to fix another issue (0.5mbps on 4g instead of 35+ as it should be, but that didn't work). Anyway, new Virgin Media bonus is no calls today - partner's phone no issue, so not sure how it can be a network fault?
