Can’t make or receive mobile calls

Unable to make or receive calls. iPhone XR. Unlocked. Has been fine for > 1 year.

People calling me get “unavailable “ message.

Have received replacement sim, but problem persists. New sim has been activated.

Have strong signal, both 4G and WiFi. Problem persists with or without WiFi / WiFi calling enabled.
