Hi. I can't make or receive calls or messages.i have tried all the troubleshooting steps but nothing is working

I'm in the UK, it's happening wherever I go,my mobile data are affected too, I've followed the steps here https://www.virginmedia.com/help/mobile/virgin-mobile-issues

Can you make calls / send text messages to people?
