I signed the contract on 11th of September. Beacuse I wasn't happy with network coverage I decided to cancel the contract within 14 days , on 21st of September. I got confirmation of cancellation on my email. My phone number has been inactive since then. I Today I got the bill for £11.10 .I feel cheated by Virgin beacuse during the cancellation I was told I don't have to pay for anything. I didn't have any extra use.

Mobile billing starts from the day the order is created, any fee which is relating to your plan for example if your plan is £6 a month and you were charged £6 you are owed that back - if the charges relate to an amount which is used outside your plan allowances like extra data/call charges it is all valid apart from the the monthly amount.
As you have stated you didn't use any extras we'll pop you over a private message now so we can look into this and refund any charges if needed.
