Adding a phone

I'm trying to add a second phone to my account as I'm getting one for my daughter, and as I go through the process, after I've entered my DD details it tells me they can't go ahead with my order right now. I did have an issue previously where for some reason my DD stopped being taken and I had to pay my balance by credit card, and I don't think another DD has been taken since - it is due early next week.

Could this be the issue? Or is it something else perhaps?
