I am currently in America, but in order to use my app or change any of my settings, the Virgin Mobile app is requiring me to verify my SIM (for some reason).
To do this I will need to use 3G/4G, which will incur a cost.
Similarly, the website is also asking me to call the team, which, again, will incur a significant cost due to my being in the USA.

No it's a contract service I've been on for over a year; I've been in the USA for a couple months which may be what has caused this.
It's demanding I re-verify.
