TiVo box in bedroom won't complete start up

Tuning in

Box downstairs is working fine. But other box just keeps going through a loop of welcome screen, starting up screen and repeat. Rebooted because of having arrow on screen earlier that filledvwith white from top to bottom repeatedly but nothingbelse happened

You could try swapping the 2 boxes around to make sure the fault follows, but the chances are....

Any TV box that won't boot-up has a fault, there's 2 ways you can report that..

1: Calling in - 150 from a VM phone or 0345 4541111 from any other phone.

2: Waiting here for VM staff to respond, this may take a few days.
