If you're reporting that your TiVo is restarting of its own accord then yes, that's a fault.
You can report faults by either calling (150 from VM or 0345 4541111 from anywhere else) or by waiting here - perhaps a couple of days - and VM staff should respond.
Do you have VM broadband?
