I receive a quick loud shashing type noise at different times of the day.
The engineer came and changed my usb/hdmi type cable and it still happens.
I've even purchased a new tv and it's still happening.
Has anyone else experienced this????,

Is the noise coming from your TV box? Your TV? Or another bit of equipment?
Does it happen at any particular time?

In your TiVo box's audio settings, try switching between PCM and Dolby Digital.
If its on PCM switch it to dolby. If it's on dolby switch it to PCM. And let us know if you still hear the noise.
If your TiVo box is the same as mine, you can find the audio settings by pressing Home > Help & Settings > Settings > Audio.
