Builder has cut/pulled cable - no broadband, TV or phone

Having my driveway done and I think the builder has pulled the cable at either our boundary or the incoming box into the house. How do I arrange for an engineer to come and repair ASAP? Can't get through to anyone after trying to call repeatedly and trying various options on the phone. 

Any help would be appreciated.

Try texting 07533 051 809 between 7am and 11pm Monday to Friday, 8am and 8pm Saturday to Sunday.

There will be a charge involved, probably starting at £99.

I'm supprised it would be free since it was the fault of the user, however fair enough!

Accidental damage to drop lines is not usually chargeable to the customer.
