The step is likely another route if you do a tracert 80.249.99.164 when it happens to when it doesn't it might be different.

Your average latency seems fine ?

Yes I'd like to do a tracert but the step happens once a day at random times - always for just 30 mins.  There's probably a way of automating the test but I haven't looked into that.

Average latency - my mistake, I should have said maximum latency. The repeated 10minute steps around 6am. 

As I said earlier, these aren't serious problems and don't affect use of the connection.  I'm just curious as to what is going on, in the hope I might learn something.

Perhaps time to leave this now.

Likely online backup by others in the area and the upstream maxing out but the QoS for that looks good.
