The virgin media tv go app isn’t working properly as I can’t view any of the demand programmes and films. Please fix this.

Is the Cartoon Network Network available to view on your normal VM set top box? It's only available as one of the extra channels available if you have the Kids Personal Pick add on, which is charged at an additional £5 per month, or if you are a Full House (XL) /Ultimate Oomph/Ultimate Volt customer where it's included in the package.
Also if the programs you are trying to watch are part of the box sets collection then they are only available to Full House (XL) / Maxit TV customers.

Hello Im on a full house package, but when I use the tv go app I can only view live tv. Cannot view anything on demand at all, the play button isn’t there at all. It also says if you would like to watch this programme call this number to upgrade your package. I’m already a full house customer and have all the on demand and channels included. Please fix this problem.
