Web safe settings not working. I have had an email saying this has been switched on - but all unsafe sites still accessible.

Is the device configured to use Virgin Media's DNS; this is a prerequisite for using Web Safe? To check this, from the child's device:
If AS Name is not Virgin Media:then check DNS settings:have not been overridden on device and/or third-party router

The AS Name is coming up as Cloudfare. It seems that Apple’s ‘private relay’ (BETA) is affecting the web safe function.
do you know if there is a way to resolve this without turning the private relay on and off?
There is no way to resolve this issue without losing the privacy preserving protections provided by Privacy Relay. Consider maintaining Privacy Relay and using Apple's parental controls to limit web content, read more here: Use parental controls on your child's iPhone, iPad and iPod touch – Apple Support (UK)
