Why does the stream box use so much power?

Hi All.

I received by Stream box this week and have noticed that this thing uses nearly 40w of power, when on. (Checking via meter) The TV it is plugged into (42" 4K with android) only uses 25 to 35w even when streaming. Why is this box using so much electric?

Not sure how accurate the meter is but tech blogs suggest it is under 5w
