upload speed today only a third of speed to normal

As of today on my virgin fibre 500, my download is 530mb but my upload is only 9mb  , iy is usually 30mb-33mb !!

I CANNOT STEAM MY PC AT THIS SPEED!!

Killing everyone latency trying to upload 4K Steaming, in NVIDIA shield you got YouTube at 1080p 60FPS at 9Mb Ultra and Twitch at 1080p 60FPS at 6Mb and looks good I think you should turn down the bit rate.

its getting worse, now my upload is maxing out at 3Mbps !!!  download is 511.16 Mbps  ping is 12ms.
what are virgin doing? internet has been bad last few days  but today is unberable
