So Xbox is getting a good connection speed.
Its the Xbox download servers.
You can try pausing a download/update for a few mins then resuming it and you might get load balanced onto another server.
Its not a “Virgin Issue” as other posters believe - I know people on BT, Vodafone, Zen, HyperOptic and they also have the same issue.
