Very slow upload speeds

I've been getting very slow upload speeds during the day for the last few weeks. Obviously tried restarting and resetting my hub 3 numerous times, no change. I try ringing 150, 151 and even the 0345 number but either get engaged or a message to try again later! Text chat doesn't seem to be available either.

Speed tests during the day give upload speeds around 1.5Mbps when I should be getting 10Mbps (in the evenings I get over 10Mbps no problem at all) Download speeds are unaffected and I get the full 100+ Mbps all the time.

I set up a BQM but, if I'm honest, I don't really know what it indicates!

Could be mild congestion (More users using the service in the area than the infrastructure can cope with).

Looking at the HUB stats I can't really see an issue with the line, and considering it's ok at certain times proves the above.

I did think that may well be the case but what about the T3 timeouts and critical errors etc in the network log, could they be contributing factors that can be resolved?

Also, comparing my BQM graph with one I did for our office's broadband - why is it so "jagged" with so many spikes? Does that indicate any kind of issue with my connection, or is it indicative of general congestion? If it's purely down to congestion wouldn't the download speed also be affected, or is that down to Virgin simply not prioritising upload speeds?
