I'm paying for 350mb but getting very slow speeds and have been for weeks. Also drops out all the time, I should not be charged for this service if cant provide the correct speeds.

You appear to be testing speeds via a wireless device, VM don't guarantee wireless speeds so a wired test would be needed to see if the issue is with the line or just the WiFi.
