Upload speed on 350mb

I have 350mb connection. Download speed always good at around 360 but upload speed never above 20 regardless of the time of day. What can I do as I read it should be aroud 36 upload?

How are your connection been since the visit any issues at all?

As far as I am aware upstream Modulation should be 64 qam not 16.
