Sporadic connection with slow speeds

Hi there, as the title states this is pretty much the issue. We live in a student flat and previously have been getting speeds of 200 downloads and 20 uploads via WiFi. My PC is connected via a powerline adapter which normally gets around 90 downloads and 20 uploads which works fine for me. However, over the last 3 months or so the speeds have been drastically different and also results in our internet dropping sporadically which can be every few hours to every few minutes.

We have called VM and they have claimed to fix the issue, however, it continues and we have also checked the line but VM claimes the service status is fine.
