All day my download speeds have been very low. I'm on a wired connection and speed test comes back as 42.8 down and I'm on the 200 package which normally does 220. I've restarted, checked the connections, etc.

I am very sorry to hear you were experiencing issues with your download speeds on Thursday.
We have taken a look from our side your power levels do appear to be running within specification on the live report.
With this being the case, have things improved since you first reported this problem? If not, are you able to begin a Broadband Quality Monitor and post the link of the results?

So the speed issues have resolved, however there is still a lingering issue of regular 5 ish seconds where the Internet seems to drop out meaning that anything connection sensitive stops (MS Teams meetings, online gaming, etc.). These dropouts can be spaced anything from 20 to 5 minutes apart. I spent some time changing things on my setup, eventually even turning off modem mode on the VM router and just directly connecting to it.
I've ran one of those Broadband Quality Monitor for 12 ish hours and you can find it below
