Slow m200 speed

Currently im on the M200 package for virgin media, And on my PC i am getting the speeds 28mbps download and 20mbps upload speed. Now if i am not wrong then i should be getting and average download of 200mbps. 

What am i doing wrong?

i am in the hub 3.0 if thats any help 

I am looking forward to a reply.

Hi are you in the router stats if so could you send us all of the stats in the reply in a table all mac addresses will be removed automatically

Can you post your Hub status and logs?
Someone should be spot if there is a problem
Navigate to http://192.168.0.1 (or http://192.168.100.1 - if in modem mode)
Don't log in!
Click on 'router status'
Copy/paste the data from each of the tabs. The forum software will remove the MAC addresses for you (you may need to click the 'post' button again).

Also, set up a 'Broadband Quality Monitor'. This will monitor the state of your connection and record any network dropouts etc - You can do this at ThinkBroadband (https://www.thinkbroadband.com/broadband/monitoring/quality)

There look to be a lot of PostRS errors and T3 timeouts - Looks like noise in the circuit but VM would need to check (they'll pick this up shortly) and maybe book an engineer out to sort it!
