Slow download speed and loads of dropped packets

UPDATE:  Looks like my 'static' address had changed!  Broadband monitor working now, but still getting poor download speeds.

 

Noticing 30-40mb/s download - usually get my full 100mb no problem.  Looked at the broadband quality monitor, and noticed a shed-load of dropped packets which appear to have started on the 9th of November:

Ever since then to today it looks like a full red screen:

I power cycled the superhub and router (i'm running modem mode).  Tested on wifi and wired.  Still the same - the issue appears to be outside of my realm though.

I did the test on the virgin status site - comes back as no problems.

Any suggestions?  My router is definitely responding to ICMP - i've not changed any config at all.
