Slow connection over ethernet from 70Mbps to a lowly 5Mbps

Since Thursday 14th Jan, my speed is 70Mbps(roughly) down to a measely 5Mbps. We pay for M100. This is over a cat7 ethernet connection whilst being the only device connected to the router. A replacement router was sent but even still I'm experiencing the same slow speed (Both routers are Hub 3) I've reset the hub (30 second hold down reset) and I've checked the cabling to ensure it's connected properly still nothing. Virgin media's status service reported no faults in the area(Exeter EX4) but something is clearly wrong.

Issue turned out to be a fault to the local area (EX4). Service status page reported no problems(nor the call line) for days but late last night/early morning I received a notification saying that an engineer has been sent to investiage a fault.
That seemingly fixed the problem as far as I can tell. Speeds went up from 5Mbps to around 112Mbps(with only 1 device on ethernet so mileage may vary)
