My download speed has dropped from 200/350 mbps to 3mbps in the last three weeks despite a fibre cable outside my property I have tried to book and engineer without any response whatsoever What do I do next

Is this over a wired or wireless connection?
Can you confirm if you've checked for area issues online and been through diagnostics? You can do this here
I have tried wired and Wi-fi ,Complete reboots and The TiVo box won’t even allow any demand programs and even when it does it drops out
this issue is I believe outside the property not inside
it is extremely random and on the odd occasion allows 150mbps but generally chokes well below this figure
its as if a major user is monopolising the band width ?up or downstream
