"Partial Service DS only" - sounds like a service issue that would affect the folks local to you.
Check for a known local fault on 0800 561 0061 - it is an automated service
You may need to be the first to report this fault.

According to the data in your first post the downstream signal levels are very low. This could be due to a cable fault or loose connection.
Check that the coax connections are all fitting properly.
