Packet loss and slow speed at peak times

I am getting packet loss and very slow internet at peak times, for the past fortnight. Here's a live graph I have set up for broadband monitoring:

I called the Virgin helpline and they went through the usual rigmarole: reset router, check sockets etc. I said this was all done, but the call ended.
