Packet Loss 60%

Please can someone explain the below to me. 

It's when I ping my XBOX

PING 192.168.0.10 (192.168.0.10): 64 data bytes
72 bytes from 192.168.0.10: seq=0 ttl=128 time=0.000 ms
72 bytes from 192.168.0.10: seq=0 ttl=128 time=120.000 ms (DUP!)
72 bytes from 192.168.0.10: seq=1 ttl=128 time=1400.000 ms
72 bytes from 192.168.0.10: seq=1 ttl=128 time=3160.000 ms (DUP!)
72 bytes from 192.168.0.10: seq=2 ttl=128 time=8690.000 ms
72 bytes from 192.168.0.10: seq=2 ttl=128 time=10380.000 ms (DUP!)
72 bytes from 192.168.0.10: seq=3 ttl=128 time=13290.000 ms
--- 192.168.0.10 ping statistics ---
10 packets transmitted, 4 packets received, 3 duplicates, 60% packet loss

Get your own router with 1Gb ports and use the hub in modem mode.

What is your contracted speed ?

Which Hub do you have ?

What speeds do you get at >> speedtest.net << with a direct connection using a Cat 5E or better cable between the Hub in Router Mode and a 1Gbs capable Pc/Mac/Chromebook and no other devices connected ?
