Newsgroup Throttling?

I remember previous discussions about throttling taking place on virgin media connections if you went over a certain data amount between certain hours

So I have x2 questions 

1) Is general throttling still taking place? 

2) Is there throttling in place on newsgroups?

I believe the download management has been removed for a few years, the rest was removed at the start of 2018.
