New Superhub 3 stuttering on video - wasn't a problem on the 2ac it replaced

Had to replace my 2ac last week and they put in a 3. Since then, watching video on any of our devices leads to stuttering and buffering. There appears to be no QoS facility on the 3 as there was on the 2ac.
Possibly allied: every device which connects to the 3 over wifi (2.4 or 5) is registering as "low wifi signal" - even the devices in the same room with unobstructed line-of-site which includes the TV.
Is there any way to adjust QoS on the LAN side and why would it be reporting low signal from devices which may only be 3 ft from it?
